The Cabinet of Ministers of Ukraine has updated the rules protecting internal marine waters and the territorial sea from pollution and littering. The Ministry of Economy, Environment and Agriculture announced the decision on October 16, 2026. The amendments aim to strengthen environmental oversight of vessels, seaports and businesses whose activities may affect the marine environment. They also bring Ukrainian legislation closer to European Union standards.
One of the main changes is stronger control over the discharge of bilge water, wastewater and ballast water from ships. Bilge water accumulates in the lower parts of vessels and may contain fuel and oil residues. Ballast water is used to maintain vessel stability but can also carry non-native aquatic organisms. The updated rules clarify requirements for handling sediments, waste accumulated on board and the use of chemical and biological substances in the marine environment.
Particular attention is given to environmental responsibilities at seaports and related enterprises. The government has clarified the division of duties between the State Environmental Inspectorate, port administrations, ship repair facilities and other businesses. Environmental impact assessment requirements have also been specified for the construction and operation of facilities or activities that may adversely affect the environment. These measures are intended to make oversight of potential pollution sources more systematic.
For maritime logistics operators and agricultural exporters, the changes primarily mean greater attention to environmental procedures in vessel and port terminal operations. However, the government announcement does not introduce new restrictions on grain or vegetable oil exports or establish additional trade quotas. The revised framework supports Ukraine's Marine Environmental Strategy and alignment with EU requirements on marine protection, ship-generated waste management and pollution prevention.
