On 8 October 2026, the United Kingdom expanded its sanctions against Russia, adding 38 new entries to the UK Sanctions List and updating two existing entries. The decision forms part of the UK's sanctions regime aimed at restricting Russia's financial, technological and economic capabilities. The new measures target companies and individuals whose activities British authorities associate with supporting the Russian economy or supplying goods and technology.
Particular attention has been given to the financial sector and international payments. The newly designated entities include Russia's Stolichny Kredit bank, Planeta, and several payment services and organisations registered in other countries. These include Canada's Xeltox Enterprises, linked to the Cryptomus and Heleket platforms, as well as Kyrgyzstan's Processing KG and TokenSpot. Depending on the designation, restrictions include asset freezes, prohibitions on correspondent banking relationships and restrictions on payment processing by UK financial institutions.
Another group of measures targets companies that, according to the UK government, facilitate the supply of goods, equipment and technology to Russia. The sanctions list includes businesses based in Türkiye and China. This reflects the UK's focus not only on Russian organisations but also on international trade and financial connections that may support the Russian market.
For international businesses, the new sanctions highlight the importance of carefully screening counterparties, banks, payment intermediaries and corporate ownership structures. This is particularly relevant to transactions involving UK financial institutions or otherwise falling within the scope of UK sanctions law. However, inclusion on the UK sanctions list does not automatically impose identical restrictions in Ukraine or the European Union. The practical implications depend on the specific sanctions and the jurisdiction governing each transaction.
