The Cabinet of Ministers of Ukraine has updated the procedures for state registration of feed additives and maintenance of the relevant national registry. The decision was announced on October 16, 2026. Its purpose is to bring Ukrainian legislation closer to European Union requirements and strengthen feed safety controls. Feed additives are substances or preparations added to animal feed to improve its properties, meet animals' nutritional or other needs, or support livestock productivity.
The revised framework establishes how manufacturers and suppliers must register feed additives. It regulates application submission, assessment of supporting documentation and studies demonstrating product properties and safety, and registration decisions. Separate procedures cover re-registration, amendments to authorisations, suspension and termination. Ukraine's State Service on Food Safety and Consumer Protection remains responsible for registration and registry administration.
An important part of the changes concerns imports of unregistered feed additives. Limited quantities may be imported for research, state registration, presentations or the development of new feed products. However, these additives and feeds manufactured using them may not be sold. Restrictions also apply to the marketing of livestock products associated with the use of unregistered additives.
Separate rules govern the State Register of Feed Additives. It will provide information on authorised substances, their purposes, categories, target animal species and conditions or restrictions of use. This will help feed manufacturers and livestock businesses verify products before purchasing them. The updated procedures are expected to improve market transparency, make regulatory information more accessible and strengthen feed quality controls, which are essential for the safety of animal-derived food products.
