Starting July 1, 2026, Ukraine officially launched a new component of its agricultural support system by designating the Ukrainian State Fund for Support of Farms (Ukrderzhfond) as the country's Paying Agency. The move represents an important step toward aligning Ukraine's agricultural policy with European Union standards and implementing the mechanisms of the EU's Common Agricultural Policy (CAP).
The Paying Agency will be responsible for administering government support programs for agricultural producers in accordance with EU requirements. Its responsibilities include financial control, accounting, internal auditing, risk management, information security, fraud prevention, and ensuring transparent use of public funds. To support these functions, the Ministry of Economy has approved a new charter for Ukrderzhfond and is finalizing the necessary regulatory framework.
The next milestone will be accreditation by the European Commission. Once accredited, Ukraine will be able to administer agricultural support programs under EU rules and gain access to financial instruments available through the Common Agricultural Policy. The new system is also expected to strengthen confidence in public support mechanisms and provide farmers with equal access to both domestic and international funding.
According to experts, establishing the Paying Agency is one of the key institutional reforms on Ukraine's path toward EU integration. In the long term, it will enable the country to introduce European approaches to agricultural financing, improve the efficiency of public spending, and create a transparent support system fully compatible with EU standards.
