The Free Trade Agreement between Ukraine and Türkiye entered into force on October 1, 2026. The agreement was signed on February 3, 2022, and ratified by the Ukrainian Parliament in July 2026. It covers goods classified under Chapters 01–97 of the Harmonised System that originate in Ukraine or Türkiye and provides for the elimination or reduction of customs duties according to agreed tariff schedules.

For Ukrainian businesses, the new trade regime provides broader access to one of the country's major trading partners. According to Ukraine's Ministry of Economy, 84% of Ukrainian goods will receive fully liberalised access to the Turkish market. Tariff quotas or gradual tariff reductions will apply to selected sensitive product categories. In 2025, bilateral trade between Ukraine and Türkiye reached $7.9 billion, with Ukrainian exports accounting for approximately $2.7 billion.

However, tariff preferences are being introduced in stages. The new regime for Ukrainian exports to Türkiye has applied since October 1, 2026, while preferential treatment for Turkish goods imported into Ukraine will begin on January 1, 2027. Exporters must confirm the origin of their goods to benefit from preferential tariffs. This can be done using an EUR.1 movement certificate or a declaration of origin. For certain consignments worth up to €6,000, the exporter may issue the declaration independently.

Another important change is the application of the Pan-Euro-Mediterranean rules of origin. These rules allow Ukrainian manufacturers to use Turkish materials and components while, subject to the relevant conditions, maintaining preferential origin for finished products traded within the respective system. This creates additional opportunities for Ukrainian companies to integrate into regional production chains, develop processing and increase exports of higher value-added products.
