Ukraine's Ministry of Economy, Environment and Agriculture is introducing a new mechanism for verifying eligibility for duty-free soybean and rapeseed exports through the State Agrarian Register (SAR). The updated system will automate the verification process, reducing administrative procedures and accelerating export operations ahead of the new marketing season.
One of the key changes is the elimination of expert certificates previously issued by the Chamber of Commerce and Industry. Instead, producers will only need to register in the State Agrarian Register, provide information on soybean and rapeseed acreage, and declare planned or actual harvest volumes. The system will automatically verify compliance with the established requirements and assign verified producer status.
Duty-free export privileges will be available to agricultural producers and cooperatives registered as VAT payers and operating agricultural land. Cooperatives must also include at least five verified members and export products purchased from their own members. In addition, the register will automatically compare declared harvest volumes with established yield limits, helping prevent abuse of the preferential export regime.
Analysts believe the new digital verification system will make export procedures faster, more transparent, and more predictable for market participants. Farmers are encouraged to complete registration in advance, as the first weeks of implementation will serve as a practical testing period for the new mechanism. The initiative represents another important step toward the digital transformation of Ukraine's agricultural sector and the simplification of international trade in oilseed crops.
