Starting May 25, 2026, Romania will switch to the NCTS Phase 6 common transit system, changing cargo clearance procedures for Ukrainian carriers and exporters. During the technical transition period, Romanian customs authorities will temporarily be unable to process Ukrainian combined transit declarations T1 in their current format. As a result, cargo entering the EU through Romania will additionally require the mandatory submission of an Entry Summary Declaration (ENS) through the ICS2 system.

Ukraine’s State Customs Service explains that the new rules will remain in force until Romania fully integrates NCTS Phase 6 with the European ICS2 platform. Businesses are advised to consider the new requirements when planning logistics routes and to submit ENS declarations in advance before cargo reaches the border.

The changes are particularly important for the agricultural sector, as Romania remains one of the main transit routes for Ukrainian grain, oilseeds, and other agricultural exports heading to EU markets and Black Sea ports. Market experts warn that the updated procedures may temporarily affect border crossing speeds and increase administrative workloads for transport operators and commodity traders.

Analysts believe that the transition to NCTS Phase 6 is part of the broader digitalization of the European customs system and Ukraine’s continued integration into the EU common transit area. In the long term, the updated framework is expected to simplify international data exchange, improve transparency in transit operations, and reduce the risks of delays and customs violations during cargo transportation.
