Ukraine is discussing a new approach to reserving military-liable employees that could combine financial contributions from businesses with participation in reserve military service. The initiative aims to create a more flexible mobilization system that allows companies to retain critical specialists while still supporting the country’s defense sector. (agronews.ua)

According to preliminary discussions, employers may be allowed to reserve workers by making regular contributions to special state funds or by involving employees in reserve training programs. One of the proposed models would enable specialists to serve in reserve units without fully leaving their civilian jobs. Experts believe such a system could become a compromise between military needs and economic stability.

At the same time, the government continues reforming the existing reservation system. In 2026, updated rules for critical enterprises introduced faster application processing, revised criteria for critical business status, and stronger digital monitoring through the “Reserve+” system and the Diia platform. Salary requirements for employees eligible for reservation have also increased.

Business representatives emphasize that the new model must remain transparent and predictable for employers. This is especially important for agriculture, logistics, and manufacturing sectors, where workforce shortages are already affecting operations. Analysts believe that combining reserve service with economic contribution mechanisms could become one of the key elements of Ukraine’s future mobilization reform.
