NATO will strengthen maritime surveillance in the Black Sea following a series of drone attacks on civilian merchant vessels. The decision was announced on October 20, 2026, after a meeting of the North Atlantic Council in Brussels. The Alliance plans to deploy additional maritime patrol aircraft, radar systems and drones. Intelligence personnel and explosive ordnance analysis specialists will also support investigations into incidents in the region.

The measures follow attacks on commercial vessels near the coasts of Romania and Bulgaria. According to Reuters, at least five cargo ships were struck over approximately ten days, with at least 23 seafarers reported dead or missing. Two tankers were also attacked near Romania's Black Sea coast, leaving seven crew members reported missing. NATO has not officially attributed the entire series of attacks to a particular country, although military analysts have linked them to Russia.

The situation is particularly important for Ukraine because Black Sea shipping routes and Danube ports remain essential for exporting grain, vegetable oil and other agricultural products. Damage to civilian vessels and growing risks to crews may make it harder to secure shipping capacity, increase insurance costs and affect maritime freight rates. Incidents near the Romanian port of Sulina are especially concerning because this area forms part of the Danube shipping network used by Ukrainian exporters.

NATO has stated that the additional resources will primarily support surveillance, reconnaissance and threat analysis. The Alliance has already strengthened counter-drone capabilities along its eastern flank, while the new measures are intended to improve monitoring of security developments in the Black Sea region. However, the announcement does not establish automatic military escorts for individual merchant vessels or eliminate shipping risks. For Ukrainian exporters, maintaining reliable maritime routes and predictable transport conditions remains essential.
