The Ukrainian government is developing a new compensation mechanism for farmers whose crops have been lost due to hostilities. The program is expected to focus primarily on farms operating within the high-risk agricultural zone, covering territories located within 50 kilometers of the frontline or the border with the aggressor state.
The initiative will rely on a digital application system. Information on affected farmland has already been integrated into the State Land Cadastre and the State Agrarian Register (SAR). According to preliminary estimates, approximately 1.8 million hectares of agricultural land fall within this high-risk area. Once funding is approved, farmers will be able to submit applications online through the SAR without requiring on-site inspections in dangerous locations.
The government is currently preparing a 2027 budget request to finance the compensation program. The initiative is intended to expand existing support measures for frontline regions that have already received targeted assistance in previous years. However, the final eligibility criteria, compensation methodology, and implementation procedures are still under development.
According to industry experts, the new mechanism should help offset part of the financial losses suffered by farmers who continue operating under wartime conditions. In addition to providing financial support, the digital application process is expected to make assistance faster, more transparent, and more accessible for producers working in Ukraine's most affected agricultural regions.
