The Cabinet of Ministers of Ukraine has introduced an emergency support package for the agricultural sector in response to the deteriorating security situation in the Black Sea and disruptions to traditional export routes. The centerpiece of the package is an expansion of the government's "5-7-9%" concessional lending program, providing farmers with access to up to UAH 80 billion in working capital financing. The government will subsidize the interest rate difference, making loans more affordable for agricultural businesses.
The financing can be used to purchase seeds, fertilizers, crop protection products, fuel, logistics services, and other essential inputs needed for field operations. According to the government, the initiative is intended to help farmers maintain production, continue seasonal fieldwork, and support Ukraine's agricultural exports despite ongoing logistics disruptions.
At the same time, the government is negotiating with the European Commission to secure additional financial resources and further expand the support program. Prime Minister Serhii Koretskyi also announced that additional practical measures to strengthen the agricultural sector under wartime conditions will be introduced in the near future.
The emergency package forms part of a broader government response to Russian attacks on port infrastructure and the disruption of maritime exports. Earlier measures included temporary adjustments to minimum export price requirements for selected agricultural commodities, aimed at facilitating export contracts and preserving the competitiveness of Ukrainian agricultural products on international markets.
