The European Union is considering introducing special conditions for Ukraine's access to agricultural subsidies and the EU market after accession. The European Commission says this approach reflects the scale, structure and high productivity of Ukraine's agricultural sector. The proposals do not envisage completely excluding Ukraine from support but could introduce transitional and targeted mechanisms for integrating its large agricultural sector into the EU's Common Agricultural Policy.

According to the Financial Times, preliminary European Commission proposals envisage significantly limiting financial support and market access for certain sensitive agricultural products, including grains. For comparison, the EU's current agricultural subsidy system provides around €55 billion in annual support to farmers across the bloc. This figure represents overall EU agricultural support and should not be interpreted as the amount Ukraine would otherwise receive.

On October 6, the European Commission officially confirmed that targeted arrangements are being considered for the integration of Ukraine's agricultural sector. Transitional mechanisms could cover agriculture, sensitive products, funding and participation in common EU systems. At the same time, Brussels intends to support Ukraine in restoring access to its traditional export markets outside the EU, reducing pressure from large volumes of Ukrainian agricultural products on the European market.

The final parameters of the future model have not yet been determined. There are currently no approved subsidy levels for Ukrainian farmers, specific quotas or defined time limits for possible restrictions. The conditions are expected to be shaped through accession negotiations and preparations for the EU's new 2028–2034 budget framework. At this stage, the discussion therefore concerns the principles for integrating Ukraine's agricultural sector rather than a final decision on specific payments.
