The StateGeoCadastre of Ukraine has introduced a new functionality within the State Land Cadastre system that allows the registration of land plots under residential houses located in temporarily occupied territories or areas affected by ongoing or past military operations. The mechanism is designed to protect property rights for citizens who lost access to their land assets because of the war.
Certified land survey engineers can now submit registration documents through the official electronic portal of the StateGeoCadastre. The required package includes an application form, technical land management documentation, and an electronic file containing the coordinates of the land plot. The system is primarily intended for private residential properties rather than apartment buildings.
Officials emphasize that the new service has significant practical value for people currently living or previously residing in occupied territories. Registering land in the cadastre makes it possible to officially confirm ownership rights even when physical access to the territory is limited. The system may also become a critical tool for restoring property rights after the war.
The mechanism operates under amendments to Ukraine’s Land Code and relies on the official government-approved list of territories affected by military activity or temporary occupation. Experts believe that the digitalization of land services is becoming one of the key instruments for protecting ownership rights and supporting economic recovery in war-affected regions.
