The processing industry has become the largest recipient of loans backed by state portfolio guarantees. Since the launch of the program, processing enterprises have received 4,948 loans totaling UAH 30.7 billion, surpassing agriculture and all other sectors in terms of financing volume.
Overall, since December 2020, micro-, small-, and medium-sized businesses have obtained 58,307 loans worth UAH 209.9 billion, including 53,082 loans totaling UAH 199.3 billion during martial law. As of July 1, 2026, 30 participating banks serviced 19,237 loans with a total value of UAH 84.3 billion, while liabilities covered by state guarantees amounted to UAH 38.3 billion, or 63% of the current guarantee limit.
After the processing sector, the largest volumes of guaranteed lending were directed to agriculture (UAH 24.8 billion), wholesale and retail trade (UAH 20 billion), transport and logistics (UAH 2.3 billion), and construction (UAH 2.2 billion). Kyiv accounts for the largest share of these loans, while Dnipropetrovsk, Kharkiv, Lviv, Kyiv, and Odesa regions are among the leading regions.
According to the Ministry of Finance, state portfolio guarantees remain one of the government's key financial support instruments during wartime. For processing companies, access to financing enables production upgrades, supports day-to-day operations, and encourages the development of higher value-added products, strengthening the resilience and competitiveness of Ukraine's economy.
