Ukraine has introduced an automated verification system for soybean and rapeseed exporters through the State Agrarian Register (DAR). The new mechanism allows agricultural producers and cooperatives to confirm their eligibility for export duty exemptions without additional bureaucratic procedures or the need to obtain certificates from the Chamber of Commerce and Industry. The decision is part of a broader modernization of the country’s oilseed export monitoring system.
According to the Ministry of Economy, verification will take place automatically after producers submit applications through DAR during specific marketing-year periods. Applications for rapeseed exports will be accepted from July 1 to April 1, while soybean exporters may apply from September 1 to June 1. The system will verify export volumes against actual production data and information contained in state registries.
One of the most significant changes is the elimination of the previous verification model involving the Chamber of Commerce and Industry, which had generated numerous complaints from farmers due to bureaucratic complexity and the risk of document cancellation. The updated framework is designed to provide more transparent product-origin verification while reducing administrative burdens for exporters.
Market analysts believe that the digitalization of verification procedures will make soybean and rapeseed exports more predictable and reduce disputes during export clearance processes. For Ukraine, which remains one of Europe’s major oilseed exporters, faster origin verification and automated government services are becoming increasingly important factors in maintaining competitiveness on international agricultural markets.
